The Gemara in the name of Mar Zutra (ברכות ו ע”ב) states: אגרא דתעניתא צדקתא- The merit of a fast day is not the fasting, but the charity given on that day.
Rabbi Shmuel Eidels, the Mahrasha, explains that to only use the day to refrain from eating would make the fast day into a money saving, self-benefitting day! Rather, one should give all the money they saved by fasting, to the poor and hungry.
